Since its foundation in 1979, the Inter-American Organization for Higher Education (IOHE) has been an essential space for discussion and integration of agendas for higher education in the Americas.

Vision

I. IOHE is known for its Inter-American leadership and contribution in the recognition of the social responsibility of higher education as a “public good”, namely that which fosters the creation of inter-university higher education areas in the Americas and promotes strategic alliances with international and regional organisms, governmental bodies, and representatives from the civil society and the private sector. II. IOHE will strengthen and diversify its various modalities to promote inter-university collaboration by developing, consolidating and providing innovation to its programs based on the principles of pertinence, efficiency, transparency and quality. These are set within an Inter-American framework and characterized by improved cultural understanding and consensual agreement in the Americas. III. IOHE will be provided with a system of governance that responds to its inter-American and inter-cultural nature, which will be accompanied by a transparent strategy of academic, technological and financial sustainability.

Mission

To strengthen higher education’s contribution to sustainable development, improve intercultural understanding, and facilitate the integration of the people of the Americas by consolidating IOHE programs through the building, development, and creation of innovative inter-university collaboration areas among members and the forming of linkages with strategic partners from other regions within a collaborative framework.

PEDAGOGICAL, MANAGERIAL AND TECHNOLOGICAL INNOVATION, that is, the development of teaching and learning models adapted to the students’ needs, the continuous assessment of programs; management by results, and the usage of new technologies.

SOLIDARITY- First with the environment: each higher education institution needs to be inextricably linked to its surroundings. Second, solidarity with institutions to establish collaboration networks: all universities (both public and private) are agents of promoting education as a public good.

PARTICIPATION in the governing body of the university, i.e. with all its “natural actors”: the environment, students, professors and the key decision makers.

INNOVATION OF ITS PROGRAMS: FOR COLLABORATION AND TRAINING OF HEI HUMAN CAPITAL -- IOHE develops, strengthens, provides innovation, and generates new initiatives to accomplish its mission.

Create leaders for the management and development of higher education in the region, i.e. within the framework of the new dimensions of the Institute for University Management and Leadership (IGLU-LíderES).

Develop and Consolidate CAMPUS and COLAM programs.

Support, link and promote the membership transformation and innovation initiatives by means of IGLU, CAMPUS and COLAM programs.

INNOVATION FOR LINKAGES AND DEVELOPMENT -- IOHE promotes the creation of joint mechanisms to stimulate the development of a culture of innovation at HEI, which enables it to expand and perfect its interactions with society and accomplish its objectives of quality, pertinence, accreditation and linkages, thus responding to the needs of the social environment.

Objective II.1: Convergence

Promote the creation of a common space of convergence about the thematic areas linked with “innovation” among the key actors of higher education, and the public, private, civil and social sectors of the “Americas”.

Objective II.2: Linkages

Support linkages among research and innovation systems of countries in the Americas- to develop collaboration programs that are pertinent to society and also relevant, i.e. for local, regional and Inter-American development, which are based on knowledge management tools.

Objective II.3: Technology Parks

Create the Inter-American Network of Technology Parks.

Objective II.4: Centres of Excellence for Innovation, Science and Technology

Create the Inter-American Network of Centres of Excellence for Innovation, Science and Technology concerning themes such as the environment, sustainable environment, health sciences, telecommunications, information technology, transport and alternative energies.

Objective II.5: Technology Transfer Offices and Nuclei of Technological Innovation

Create the Inter-American Network of Technology Transfer Offices and Nuclei of Technological Innovation (NIT/OTT) to share successful models of innovation management.

Objective II.6: Network of Assessment in Innovation

Create the Inter-American Network of Assessment in Innovation for inclusion, training and the mobilization of international experts in the assessment of innovation projects, as well as the development of an Inter-American map of indicators for project assessment.

Strengthen collaboration with the Latin American Consortium of Advanced Networks (CLARA).

COMMON AREAS OF HIGHER EDUCATION -- IOHE consolidates, articulates and develops mechanisms for the development of common Inter-American areas in the Americas.

Objective III.1: Modalities of Interaction

To creatively innovate the framework for different modalities of interaction among networks from a knowledge management perspective, so as to consolidate, generate and maximize the potential of a multiple effect of existing academic networks for training and quality, as well as for sharing human, technological and information resources, by means of a “network of networks” information and communications system.

To consolidate and establish an innovative Inter-American Common Area of Academic Networks that are created and supported by COLAM.

Objective III.3: Collaboration

To strengthen collaboration with other networks and initiatives in general.

To promote, establish and strengthen alliances with national and regional organizations with the aim of elaborating a joint process of formal mechanisms for the recognition and harmonization of studies and to lay the building blocks for the development of a common framework of qualifications that facilitate the creation of common spaces of higher education in the Americas.

To reinforce and promote the ELES/ENLACES actions: the Latin American and Caribbean Common Area of Higher Education.

Objective III.6: IESALC and the OAS

To support IESALC and the OAS at the respective summits of heads of state and government of the Americas, especially summits related to education, innovation, science and technology, and the proposals of formal mechanisms for the creation of common inter-university areas.

To systematize the experience of university organizations and of specific collaboration groups concerning existing common areas of higher education in the Americas.

Objective IV.2: Mobility and Academic Exchange

Strengthen mobility and academic exchange on a student, professor and research level, as well as among university leaders in the Americas.

Provide a system for the evaluation and renewal of the initiatives of IOHE programs, as well its executive bodies.

Consolidate the guidelines and the proposals of the Finance Committee, which are established within a context of transparency and accountability for the bodies and programs of IOHE.

Consolidate and adapt the strategies and the mechanisms that have been implemented to guarantee the technological viability of IOHE.
